Can you take a Skill Feat in place of a General Feat?

When taking a general feat, such as when leveling up, can I take a skill feat instead, since they are also listed as general feats?

Also, if an ability says that I gain a general feat, as is the case with the General Training ancestry feat of humans, can I instead take a skill feat since they are also listed as general feats?

I do believe that is the case, yes.

Yes, but there is no "instead". Skill feats are just a subclass of general feats.

Yes you can, all skill feats are general feats, but not vice versa,
