Can Dispel Magic counteract high level spells ?

On pg 458-459 it appears that it could not even have a chance against any spell above 5th level. Dispel Magic is a 2nd level spell and only on a critical success can it counteract a target 3 levels higher.

Is there another spell or rule that I am missing ?

Heighten dispel magic. It has no heightened entry, because the only benefit it gains is being a higher level spell, but you can still heighten it.

When you use dispel magic in a higher-level spell slot (either by preparing it as a prepared caster, knowing it at a higher level as a spontaneous caster, or having it as a signature spell as a spontaneous caster), it lets you counteract higher level spells.
