Does a goblin warrior's melee attack seem too high?

I was pretty surprised when I saw the goblin warrior's dogslicer was +8 to hit. It is 1 higher than a first level Champion with 18 str and only 1 level lower than a first level fighter with an 18 str and an expert in his weapon. The goblin is a level -1 creature with a 16 dex and an agile weapon. It also seems odd that is the same as a goblin commando which is a level 1 creature, two levels higher.

I am hesitant to use a throwaway punk that actually has decent chance to hit even a heavily armored character and a serious chance to crit a back row caster type. With few opp attacks and their scuttle ability, it will be fairly hard for the characters to stop them from getting into the backfield.


You would have thought it would be 4-6 (6 if everything has minimum 1 on the "level" thing, 4 if it is -1, with 5 coming from trained and dex)

But I don't know how it is supposed to work

What do Kobold and Orc mooks have out of interest?

Monsters don't have stats designed quite like PCs. In particular, Level -1 and level 0 creatures have higher to-hit and lower damage than a strict linear progression should indicate so that they can continue to be used as minions for longer.

But that damage is really low. I mean, even a crit from a Goblin Warrior averages only 7 damage, which is less than half HP even for most caster type characters.

it was staeted that it is a design choice to have high attacks/low everything else on low level mooks so that they are actually a viable threat to face instead of a punching bag.
