Does the new Bestiary give instructions for NPC creation? (I've only picked up the Core Rulebook so far). I'm wanting to convert some 1E APs to 2E. While it's easy to convert monster encounters, I don't know how to convert enemies with non-character classes to 2E. Also, is the encounter level 1 to 1 to NPC class level? If I create a level 2 NPC as an enemy, are they also a level 2 encounter?
No, the Bestiary does not give instructions for building NPCs. It doesn't have monster creation either, though it has some guidelines for modifying them.
Your best bet is to build the NPCs as PCs, which is supposed to come out about the same as a monster of the same level.

The GMG should also have monster/NPC creation rules, but yes, the PC creation rules are supposed to also work fine assuming level-appropriate gear, though you shouldn't overdo it or the PCs get too much treasure.
Got to wait for that Gamemastery Book I guess. Oh well, seems like I'll have enough to do a fairly good job.
