I've never used the magic item creation rules, but it probably could cover pricing this.

My loose price would be around here.

11250 (lvl 3 wand) + 30,000 (determination) + 9000 (+3 armor) + 350 (masterwork Breastplate) + ??? frightful presence.

Going through the abilities:
Allowing ability to change a creature’s attitude three steps instead of two steps: = ?
A mithral breastplate costs: 200+4000 = 4200
Enhanced to +3 is: 3*3*1000 = 9000
Enhanced with Determination is: 30000
Cast Draconic Reservoir 1/day as a standard action is: 3*10*1800/4 = 13500
--A quickened spell (cast as a swift) would be: 7*10*1800/4 = 31500
--Immediate is better than a swift: = ?
Frightful Presence: = ?
--Ghost Wolf (4th) conjures a creature with a fear aura: 4*10*2000 = 80000
----Only affects 6HD or less
--Aura of Doom (4th) gives you a fear aura: 4*10*200*1.4 = 120000
----Only gives 20' not 30'; does not affect allies

Total = 4200 + 9000 + 30000 + min 31500 + ? = 74700 + ?

As a GM, I would price it at least 150K.
