Plz help with dhampir race

one of my players wants to play a dhampir for a campaign im trying to run, i decided to okay this because it sorta fit the feel i was going and he chose to play a moroi-born, but one of the abilities states "any of your vampire spawn." and this confused me because nowhere does it say that dhampir get the create spawn ability. do they automatically get it because they are part vampire or do they not get it?

Dhampirs have no ability to create spawn. It looks like you're talking about the Proud Progenitor trait, which seems to be intended for NPC dhampirs who acquire the Vampire template.
