a undead with intellect headband is no more mindless??

i have a necromancer with blody skeletons arised. the command undead, spell take control of mindless undead. if i equip my skeletons with a headband of intellect they count like undeads with intellect and have save check??. they can speak or use magic items?

No. Mindless undead don't have a Intelligence score of 0 (meaning catatonically low). They have an Intelligence score of — (meaning no score at all). You can't increase such a score because there's nothing to increase.

Edit:

However, if you have control over your bloody skeletons and someone casts control undead on them, they still have to win an opposed Charisma check against you to command "your" undead to do something counter to your own orders.

Mindless things have int of "-" not 0. There is no mind for a headband of intellect to increase.
