can i use ice tomb on a ally to put them on ice while ignoring the damage it would cause

You as a player and your character can of course ignore that you are damaging your ally. That won't prevent the ally from taking the ice tomb damage though.

Get someone to cast resist energy on your ally before putting them in suspension.

Got a heavy armor fighter who can't swim? Entomb them in ice, and push em in the pool so they can float!
