Crafting masterwork tools - tool making

can a PC use the craft skill to make masterwork tools? sort of an inventor vibe?

would be an awesome NPC idea. but i was wondering how it would work mechanically first of all

Sure can. The craft rules have ways to make an item, and then to make masterwork items.

Basically the table there has the DC to make items, then rules for making masterwork items too.
