I believe that anything from the ARG is still restricted to race-only unless reprinted in another source. Here and Here are are JohnC's responses to similar inquiries.
This is a complex case, in that fury of the sun is not normally on the wizard/sorcerer spell list at all. Like how the celestial bloodline adds flame strike to the sorcerer's spells known even though it's not normally on the sorcerer/wizard spell list.
I agree, based on John Compton's responses (and Mark Moreland's earlier in the same thread) a non-ifrit can't cast fury of the sun. But I really think the archetype writer's intention was to add it to any solar bloodline sorcerer, regardless of race. Ah well, edge cases in a complex system.

The only problem I have with this is the fact that there's no Campaign Clarification about replacing the spell with something else. There's even a Campaign Clarification to replace the bonus spell you get at 3rd level, but not the one you gain at 5th.
If a character isn't going to be able to cast the spell because of their race, then there needs to be a replacement bonus spell.
