"Vaulting Ladder (Acrobatics 3 ranks, Climb 3 ranks, or Acrobatic): You can climb the length of a ladder as part of a running jump, gaining a +4 circumstance bonus on your Acrobatics check and adding the ladder’s length to the total distance you travel with your jump. You must let go of the ladder when you jump."

Technically? Probably.

Realistically? No.
Your ladder can be as long as you want, but a 1,000 ft. ladder is going to be heavy (I would say your max load is the limiter). Obviously if your speed is slowed from encumbrance that's going lower your jump check (not that that's likely an issue since you're adding the ladder height).

Ruleswise, you also can't complete a jump greater than your movement in one round. Typically if your jump ended in midair you would complete the remainder next turn. So you'd at the very least be using as many turns as it would take you to go 1,000 feet.

Personally, however, since you aren't just jumping that length, but actually climbing a ladder up to its height and using it to vault (which is strange wording and visual, since it seems like it should just be using the ladder as a pole substitute in a pole-vault)I would probably rule you only have enough momentum or running force to plant and ride a ladder equal or less than your full round movement speed.

Obviously, you'd also need a ceiling that high and would have to be able to carry and maneuver that size object around corners and through doorways unless you had an extradimensional space that could hold it.
