The higher level crossbolters have a usage of 4, 6, or even 8 per shot, yet the crossbolter can also use grenade arrows. Does this mean that it fires 8 grenade arrows per shot, and it does 8 grenades worth of damage? Or is it limited to only one arrow per shot, in which case a level 1 bow is better with grenade arrows because of quick reload and not having the unwieldly trait.

As far as I'm aware, there's still no clear answer to that right now. But I could have missed something.
I'd assume you could just treat it as if the bolter had a usage of 1 when using a grenade arrow, if only because firing actual volleys of grenades by stacks of 8 would be a tad strong (if crazy expensive), while on the other hand paying eight times the already hefty price to get the effect of a single arrow would be beyond sad.
Non-damaging 'nades aren't easier to handle either.
Should there a benefit to a bunch of stickies exploding in the same spot at the same time ? That's a lot of glue, a higher DC could be understandable ...
It's also worth noting that the new hybrid grenades do not simplify the problem.
How should we handle an octuple shot of summoning grenades ? THAT would drown a battlefield in minions fast.
Anyways.
In a homegame, I'd stick with "grenade arrows make it a usage 1 weapon, for that shot alone", "one grenade arrow only, fill the rest up with regular bolts" or some similar house-rule, for simplicity and sanity's sake.
