This seems very underwhelming, even if it is thematically appropriate for elves. Downtime checks are pretty infrequent, and getting the bonus in exchange for taking twice as long is rarely going to be that useful when you have limited downtime. Maybe if it also allowed you to skip an action in combat to get a +1 on a check in the same round also it would be worth it.
