The description does not say that the silencer can be attached like a flash suppressor, it says that the silencer can be combined with a flash suppressor. So, as the rules stand, silencers can't be attached to small arms.
The GM may change that, and it's possible that there could be a change in errata, but as written, the rail is required.

In the description it says it can be attached like a flash compensator. So it can be attached to small arms. However the table says it requires a rail. Anyway I can get a clarification?
Personally I think its a misprint / typo. By RAW until erratad though its not allowed in my own home games though? it attaches to the barrel and is good to go on small arms. It just doesn't make much sense for it not too. Why restrict small arms of all weapons it makes the most sense to use it with them. I love this book but this is another example of many that the gear book was written by those not super familiar with firearms and how they actually work.

It probably is a typo. The way "silencers" work is by venting the gas and reducing the velocity of a projectile so it doesn't make that loud cracking sound when fired. Makes more sense for it to be for Projectile weapon types and not Railed. Like how do you silence a tesla gun other than through magic? Better yet, silenced sonic weapons...

This is a magical device. It is not a suppressor, but an actual silencer. There is no reason to assume that it would only be for projectile weapons. There's no reason to assume that it doesn't allow you to have hypersonic projectiles while warping physics to allow them to remain inaudible.
