[Wiz / Sorc] Counter Spell vs Heightened spells

So... If you take the text as RAW, The Wizard could theoretically use a non heightened version of a spell to counter a heightened version unless the heightened spell count as another spell. I may have missed a part in the book that said it was like that, so it would be swell if that was the case if someone could point me where to read. I know it would still be quite punitive because only 2 level difference and you're already at -10 to your roll... But I wanted to know it was possible.

In the same vein, it's less likely, but does "A creature casts a spell that you have in your repertoire." consider that it need to be learned at the same level for the Sorcerer? As you would have to expand a higher level slot to cast it, I doubt it, but it's weird that we can't even just TRY to dispel with a lower level spell, even if it's disadvantageous.

... Well... Now that I wrote all this, I realize that it's not that confusing after all... but yeah, I'll still ask. That would probably have to be tighten up for the final book.
