I think I may be running this with 2 PCs
I would like to give them the option of recruiting from the people who have flocked to Wati.
I don’t know what they are playing yet so I would like to have several options in the table
I think it could be a fun RP moment - especially as they could well want a cleric and need to rival the other group that alsthat does
Does anyone have any idea for fun NPCs that I could present?
Should I just read through the posts on people’s parties?
Are there any from previous APs that would have reason to end up here that I could use (scaling back levels as necessary)
I would like to try and reflect different roles and character types but also different areas of golarion - hopefully with some regionally unique characters (so taldan, usatlavic etc)
I am looking for characterful and useful character but not highly focused like a PC might be.

Here are a few:
Raul of the Spire (M Keleshite or Garundi Ranger or Warpriest) - An undead hunter who is dissatisfied with how the Voices of the Spire sect of the Wati Pharasma temple is ran. Has a distinct hatred for all things zombie. Progresses toward a Sentinel prestige class.
Esmerelda Wendigan (F Kellid Investigator) - Esme is a forth generation Legacy initiate of the Esoteric Order of the Palantine Eye, and from one of the few Kellid families to prominently feature in the secret society. Her family runs a successful Luxury Goods cartel in Caliphas, and she has come to Osirion as both a representative of her family and an acolyte of her Order to find new venues to bring Osirioni curios to the Ustalav elite.
Jackboot Slim (Non-binary Vishkanya Barbarian) - Jack likes their fights, their coin, and their freedom. They were a member of a small Vishkanya family that was smuggled up the Sphinx from Jalmeray, where their family and themself were auctioned off as exotic slaves. After a few years, Jack was freed by a Bellflower agent, and while not really seeing eye to eye with the organization itself, Jack set off to help out slaves wherever they found them.

Ugh, i clicked something and nuked my post.
The Order is covered in Carrion Crown #2 and Occult Mysteries. They're just Osirioni themed like how the Masonic order IRL is Arabian themed.
Their looking for ancient lore, particularly in the realm of outsiders and ascending to divinity, as they're purportedly spurred off of an encounter an Ustalavic noble had with Tabris (the angel who wrote the Book of the Damned).

Book 1 has a few adventure groups. Also check in the Beastiary of the book near the "Wandering Monster" table. I think there's 2-3 teams from there. In fact I think there's a 3 man team or two there so can easily use that as your Rival team.
Probably my own biggest change is that I made Marran a solo adventurer and basically became the advisor/patron of the group.
Dwarf Brawler(Wild Child)/Skald.
There's a few more characters I could supply if you need some NPCs or rivals but not going to say that here given as my players haven't found or faced them.

Mad Dog Marn also took on role-playing significance for the party and eventually became an enemy. But he is a straight-forward, cookie-cutter, catch-phrase driven character .... which makes him a perfect NPC ally to help your party.
Based on your other post, I think your PCs should make the characters that drive the teams strategy and role-playing..that becomes the real party you interact with as a DM. Roles that fit well as cohorts/NPC allies are knowledge-bots, heal-bots, fighting bots, etc. You want your talkers, explorers and deciders to be the "real" PCs IMO.
