Can an outsider bound via greater planer binding be banished? Thank you.

Yes, there's nothing in either spell or the rules on conjuration (calling) spells which prevents it, and an outsider bound by planar binding will generally be an extraplanar creature. If it goes to its home plane while bound that's an exception to the last of course.
