You can use your Wisdom modifier in place of your Charisma modifier on Diplomacy checks to ask favors or gain influence (Ultimate Intrigue 102). During a verbal duel (Ultimate Intrigue 176), you can use your Wisdom modifier in place of your Charisma modifier when using tactics you assigned to Diplomacy or Wisdom-based skills.

You are missing the 'during a verbal duel' and 'when using tactics' clauses. Normally in a verbal duel you pick a tactic which has a skill and make a roll that is skill ranks + class skill bonus + CHR (regardless of what attribute that skill normally has.)
Unless you are using the verbal duels system, which in my opinion is pretty poor, the second sentence won't apply.
