I might be misunderstanding this, but could this be a typo?

You are missing the 'during a verbal duel' and 'when using tactics' clauses. Normally in a verbal duel you pick a tactic which has a skill and make a roll that is skill ranks + class skill bonus + CHR (regardless of what attribute that skill normally has.)

Unless you are using the verbal duels system, which in my opinion is pretty poor, the second sentence won't apply.


Okay, that makes sense, thank you for clarifying. I was looking at traits in Nethys for a primal-like vital striker, so that makes sense.
