What is the character level for a racial HD only monster?

I’m trying to figure out how much a monster heals for resting, but the rules say you only heal naturally an amount equal to your character level, and as far as I know, monsters don’t have a character level. Can monsters not heal naturally, or am I missing a rule somewhere?

It's settled in a rather terrible place in the Core Rulebook:

Hit Dice: The term "Hit Dice" is used synonymously with "character levels" for effects that affect a specific number of Hit Dice of creatures. Creatures with Hit Dice only from their race, not from classes, still have character levels equal to their Hit Dice.
