You cannot move until your token is removed from the location deck (see page 15 of the Mummy's Mask rulebook, NEW: TOKENS IN LOCATION DECKS in the top left corner).
It's not that you want to shuffle your token into the location deck. Rather, it's because you're willing to suffer the consequences of shuffling your token into the location deck in order to examine the location deck. This is the kind of thing you do when you're trying to narrow down the villain's location.

You can't move but you still can explore, then re-eplore if you can, until you get your token back.
