I know that the Mythic Heroes get broken very quickly, so I wanted to make some rules so that Mythic characters can only use their Mythic powers for a small portion of the day, but they may decide the times they can do so.
Avatars (which will be used to refer to Mythic characters in this thread) gain a pool of Avatar points keyed to the appropriate ability score for their path:
Champion (Strength)
Trickster (Dexterity)
Guardian (Constitution)
Archmage (Intelligence)
Heirophant (Wisdom)
Marshal (Charisma)
With the exception of the Base Mythic Abilities, Avatars cannot use Mythic features outside of Avatar Mode.
By spending an Avatar point, an Avatar can enter Avatar Mode, gaining full access to their Mythic features for a number of minutes equal to half their character level. An Avatar cannot change any choices on their Mythic Abilities whenever they enter Avatar Mode unless an ability specifies otherwise.
All Avatars gain Display of *Ability* corresponding to their path's ability score as a bonus path ability at 1st tier. They also get Legendary Item as a bonus path ability at 1st, 3rd, and 6th tier, although they must choose an item they already own as their Legendary Item, which transforms into its legendary form whenever its owner enters Avatar Mode. Avatars cannot choose the Divine Source path ability.
The Chosen Nine (a special group of Avatars chosen by the True Gods) gain Divine Source as a bonus path ability at 3rd, 6th, and 9th tier, save that it functions even when the Avatar is not in Avatar Mode and when the Avatar is dead.

If I understand correctly a 6th level wizard (archmage) with Int 18 can enter avatar mode 4 times a day for 3 minutes each time, similarly with a dex-based melee type going into trickster, etc. That's all they're likely to need unless they have some mythic out of combat abilities.
If you want to make people feel the pinch you're going to need much tighter limits on the amount of times they can enter avatar mode, and possibly a longer duration if you want to allow out of combat abilities. On the order of 1/day for 10 minutes perhaps, with an additional use each 7-10 levels? I also wouldn't link it to stats in that way so as to allow characters to be created against the default type.

How about if I had it as only 1/day, but they can use it additional times by taking 1 special negative level that cannot be removed by any means other than Divine intervention or a full day of complete bed rest to remove 1 negative level attained in this way, and if they would accrue a number of these negative levels equal to a quarter of their character level or more, they disintegrate and die when the duration ends, and can only be ressurected through the use of True Ressurection, Wish, Miracle, or other similarly powerful means of ressurection? How long should the duration be then?

The duration isn't relevant unless it's shorter than 5 rounds or at least 10 minutes. The really short durations could be a pain in combat, really long durations allow out of combat uses. Or possibly a couple of consecutive combats, true.
Something on the order of 1/day seems right, and an extra effort mechanic sounds like a good idea to me.
