As written, the Interfering Shot Operative exploit does nothing. It prevents the target from taking reactions, but Operatives can already use Debilitating Injury to apply flat-footed, which has the same effect.

What should this talent do instead?

Enemies which are immune to being flat-footed are not immune to interfering shot. Its extremely niche, but not nothing. Useful against operative type enemies.

Interfering shot extends the debuff until the end of your next turn, instead of just until the beginning of your next turn.
