Thanks for your question! Unfortunately, we don't have a way in our system to bill the shipping to other accounts. However, we do believe that international shipping isn't currently calculating correctly, which our tech team is looking into. We should be providing updates for that in this thread as we are able. I apologize for the confusion!

Hi Mike,
We can submit the order if you'd like, and then just suspend it until the shipping issues are cleared up. Please do note that we don't actually charge for items until they're processed for shipment, so while you may see authorizations appear when the order is submitted, it won't actually be charged for until it is shipped. For more information about our authorization process, please visit our authorization FAQ here.

Thanks for following up! I have removed the Runelords Mini-Mats from your order, so you should be all set for that. As for shipping, we are currently testing the fix that the tech team has worked on to make sure that everything is behaving like it should. What's happening when you try to access it from My Account?
It will show as pending until the warehouse gets to it in the shipping queue to process it for shipping. The charge will be finalized once it's processed for shipping. More information about authorizations and payments can be found here: http://paizo.com/paizo/faq#v5748eaic9n0t

Pending is normal, if it's just waiting for the warehouse to get to it in the shipping queue. There aren't any other steps you need take.
It looks like the system recently tried to process it, but it was declined with the message "General decline of the card. No other information provided by the issuing bank"
