Will we be able to create new 1e characters after the launch of Pathfinder Second Edition, or will it be an established-characters-only situation? I have a lot of character concepts I'd still like the chance to play, and if I need to start getting XP on each of them, it'd be best to know as early in the process as possible.

I don't expect that to happen particularly since the blog mentions expecting PFS1 tables at convention in years tome come ^^

Can I still play First Edition scenarios?
Yes. We recognize that many of you have not yet finished all 250+ First Edition scenarios, and we're not taking them away! Players will be able to purchase, play, and report classic scenarios with their First Edition characters indefinitely. Even though we will stop creating new First Edition scenarios after July 2019, we expect to see them offered at conventions and enjoyed by Pathfinders for years to come.

You can continue building and playing first edition characters as long as you like—even after the second edition has launched at Gen Con 2019.
There's a lot of great content in the current campaign. There's a lot of great content on the horizon in Season 9 and Season 10. There's even more great content for second edition. While we're especially excited for folks to playtest the new system and experience the adventures yet to come, there's no need to rush to get credit on a bunch of new characters. After all, Paizo's organized play programs have always been about consuming content at your own pace.

After August 2019, could V1.0 PFS be given to a 3PP at some point if the call for Pathfinder ed1 did not deminish. Say to create a series of 'Pathfinders Under Cover' adventures for 1e characters, which centered around missions that (if successful) would have no impact on the world at large? That way they could be run in parallel with PFS but have no effect on the story line. Getting your cover blown would lead to the character being reported as dead, so high stakes.

I appreciate the suggestion, and while we are soliciting feedback on many where to go with many aspects of PFS, the overall campaign structure isn't something we are looking to change. Pathfinder Society is both v1 and v2 and breaking part of that off for 3PP use isn't where we want to take it.

I'm really happy to hear that existing 1e scenarios can be played and enjoyed indefinitely alongside 2e scenarios. I think when more people realize that the new edition won't totally displace the previous edition, things will calm down a bit.
That's going to be very lodge dependent. Small lodges can't support multiple systems, especially without a GM incentive.
Starfinder has a GM incentive, and my lodge gave up on it because the tables never filled.

Having too many choices for play is just as bad as having not enough.
If you have one person who can *only* play Core, one person who can only play 1.0, one person that can only play ACG, one person that can only play 2.0 and one person that can play SF, you have enough people to make a legal table, but three-quarters of them won't be able to play what they came to play.
That's not a good model.
Sure, pre-registration is a thing, but that's not always a thing, especially in smaller venues where choices are limited. This leads to instead three quarters of your people staying home because they can't play what they want.
...has seen this be an issue with a different organized play campaign, so there is experience with it. The more fractured the player base, the quicker the numbers drop.

I can confirm that it does happen at small venues (like mine).
Two out of the four weeks that PFS is offered, the venue also offers other systems (not even all organized campaigns). The PFS table that most often fails to fill is the one on the week with the other systems.
We, sadly, just don't have the player base to keep multiple campaigns running. We have no Core. We functionally have no Starfinder.
