Adding Card to Character Deck after Acquiring Role Card

So,
I thought I read it somewhere, but of course now I can't find out where I saw it (if indeed I had).

When building your original deck you can build your character from cards marked with the "Basic" trait. That part is simple.

But now, you progress through the game and earn many "Skill", "Power" and "Card" feats. It's that last one that matters here.

If I gain a card feat and say I'm Kyra who only has 1 Ally and 1 Item, so I decide to expand it to 2. However, there are no "decent" items in our loot from the current scenario, so I would have to pick an item with the "Basic" trait. Naturally.

My curiosity revolves having possibly read something about being able to ignore that rule once having completed scenario 3 and having selected a Role card. I thought I saw somewhere that after this point new cards added to build up to your deck list could be drawn from "Elite" cards as well as "Basic", but now I can't seem to find anything regarding this.

Please clarify this.

Cards with Two levels below your current level. So at third level level one cards Are available.

After you begin Adventure 3 (so, one Adventure before you get your role card), you can fill holes in your deck with any card of the appropriate type with an AD number two less than your current adventure. (But only if the entire party doesn't have a spare card of that type.)

If you can’t construct a valid deck from the cards your group has available because you don’t have enough of certain cards, choose the extra cards you need from the box, choosing only cards that have the Basic trait. After you begin the adventure Shifting Sands, you may ignore the Basic trait restriction; instead, you may use any cards in the box whose adventure deck number is at least 2 lower than the adventure you’re currently playing.

Shifting Sands is Mummy's Mask Adventure 3. The rule in other sets is similar.

...Note that elcoderdude's quote says "Decent" doesn't play into it. If you're short and item, and the leftover items you acquired during the scenario (or that you or others are discarding) all suck, you take a sucky item, rather than taking a Basic (or AD-2) card from the box. You only take cards from the box if there aren't enough among the players' decks to fill out your deck.

Unless you decide to house-rule.
