I'm guessing the ruling from THIS BLOG still stands?
If your character would like to become a part of this new initiative, keep an eye out for the faction's formal launch in early 2018. As with other faction changes, you'll be able to switch your character over to the Concordance freely without spending Prestige Points.

That's actually a fair question.
We have a new version of the RPG Guild Guide that describes the faction and its faction traits, saying it is available as an option for PFS characters. I think that establishes that a player can create a new character in the Concordance.
It's less clear whether the past blog, saying that existing characters will be able to change to the Concordance without paying Prestige, gives a ruling that they can do so immediately the Concordance is available, or how. To me it's clear enough to act on trust in campaign leadership, but I can see why others might hesitate.
