When in the Concordance of Elements becoming available?

We were told that the faction would become available in February. It's now the last day of the month, and I'm playing the new Concordance scenario this weekend. I need that faction available for my character.

At the very least, can we have the faction enabled for reporting purposes?

That's actually a fair question.

We have a new version of the RPG Guild Guide that describes the faction and its faction traits, saying it is available as an option for PFS characters. I think that establishes that a player can create a new character in the Concordance.

It's less clear whether the past blog, saying that existing characters will be able to change to the Concordance without paying Prestige, gives a ruling that they can do so immediately the Concordance is available, or how. To me it's clear enough to act on trust in campaign leadership, but I can see why others might hesitate.
