Is there a monster from any summon monster list that have this ability and if so what is the earliest level one can get such monster? Monsters from Expanded Summon Monster and Summon Good/Evil/Neutral Monster counts.
Only thing i found is Bone Devil
There's a zelekhut but that's SM VII as well, and requires summon neutral monster. Everything else looks to come later.

Ankou & Morrigna's can be summoned via SM IX and a feat or similar... and taking another search there are Cerberi which can deliver a dimensional anchor curse with their bites, SM V and expanded summon monster required.

I found that Morrigna can be obtained from Ring of Summoning Affinity (Psychopomp), tho i dont think there is a same thing for Ankou.
