If I take the Ride-By Attack feat and charge a foe, would my mount be able to attack as well? Obviously not if I'm using a reach weapon like a lance, of course, but a shortsword or something.

If the mount attacks, the charge ends.

What if I gave the mount Fly-By Attack? It's a flying mount. Would the rider be able to attack?

That works.

Rider readies an action to attack when enemy is within range.

Mount attacks, rider attacks.

Mount flies away.

It doesn't count as a charge, though.
