Does the exhausted condition include anything else besides:
character moves at half speed, cannot run or charge, and takes a –6 penalty to Strength and Dexterity
Is it able to still do a full attack?
Sure, I don't see why not. It won't hit as hard or as accurately as normal, but being exhausted doesn't change normal action economy (apart from the not running or charging bit).
