Looking for mini-scenario or excerpt I could use.

I'm looking for an urban (city or town) excerpt from a module, scenario or adventure path that I can use as an introduction for something bigger (homegrown). Levels about 1-3, but any higher recommendations would be appreciated, as I can adjust accordingly.

Look at some of the Quests-Silverhex Chronicles, Phantom Phenomena, & Honour's Echo has several missions that are near large settlement.
And they're FREE PDF's to boot.
[The "opening" mission in PP has the party visiting a small town to investigate a "haunted" and abandoned tavern.]

I'll go the Pathfinder comic series, as they're printed with mini-scenarios. I'll try to find one that has a more urban location.

Looking to many of Paizo's Free RPG day offerings plus some of the Wayfinders too- not to mention the free PFS First Steps, parts 1-3 scenarios and the Ambush in Absalom quest, there's bound to be adventures that could be used; Even with the ones that are too high leveled, the maps could still be usable- you'd just have to make the encounters on your own to fit in to them.

Also, in the Paizo webstore, under the Free Downloads section, there's plenty of adventures to be had by third party publishers too.

How urban? The "Village Backdrops" from Raging Swan Press always have some plot hooks with their offerings. Otherwise you could make your own (though, I'm guessing you're inquiring here to avoid homebrewing).
