The zombie template give the staggered condition though only a move or standard action per round. Since the Giant octopus has 1 bite attack(primary) and 8 tentacles(secondary), with a standard action should I use the primary one or have the possibility to choose between the 8 tentacles and the bite?
Also can I still use 8 tentacles on a AoO?

Like Melkiador said, the giant octopus would only get to use one attack, either the bite or a tentacle.
I don't know if you have a different octopus statted up, but I don't think they normally get to attack with all their tentacles on an AoO, but if they did... most likely it would be a Special Attack and most zombies lose those. They do keep Special Abilities that improve their attacks, but I don't know if that would count (and again, it probably would be a Special Attack). Why can't a zombie octopus constrict? I don't know. I am not thrilled on that either.
If multiple attacks are important to your build, you would probably have to make it a fast zombie variant, and it would get an extra slam attack too.

From actions in combat, CRB pg. 184:
"Multiple Attacks: A character who can make more than one attack per round must use the full-attack action (see Full-Round Actions) in order to get more than one attack."
Unless you're explicitly allowed more than one by some ability, you only ever make one single attack with the standard attack action or an AoO. The tentacles are eight seperate attacks, so in these situations, you can only attack with one of them.
