The situation is that A is charging B, and then gets attacked by C. The question is does A still lose their Dex bonus to AC against C?
No. Because you don't lose your Dex bonus to AC. You just have a static -2 to AC during the turn you charged.
But yes, A does have the -2 to AC if they are attacked by C.
