There is official (licenced by Paizo) translation of Pathfinder Core Rulebook into Russian. But Russian publisher does not have free web version of the rules like Paizo PRD. Is that legal - not having free PRD version in Russian and having only hardcover for sale?
A PRD (or SRD) is not required in any way, shape, or form. It is just a way to easily indicate what is Open Content. Paizo doesn't need to maintain a publicly accessible PRD - it just chooses to.
As for using fan-translated stuff in Society play, I believe it isn't allowed. You must have access to the official material either in the form of a book, or by access to the official PRD. Homemade compilations of the material are not allowed. Fan-translated stuff would therefor be considered homemade and not allowed for use.

And Russian PFS venture officers forbid sharing links to _fan_ translated parts of Pathfinder Core Rulebook (without pictures or other non-PRD material), which begun before publishing of official Russian book.
Is that legal - forbidding sharing of non-pirated content, translation of free PRD material?
All that makes luring new people harder - very few have enough knowledge and dedication to use English PRD. Or it is Paizo strategy - getting not just anybody, but preferably English asp eskers?
How good a job does something like Google Translate do on the PRD? Is it sufficiently good to be at least usable?
