When is the best time to get the spellsong feat?

Silver Crusade

This seems like a really good feat for bards specially those who wanna do espionage like stuff. Thing is it's hard to determine what level to get this feat at.

I'm leaning towards 7 or 9 but what other times would be good to get it assuming there isn't something better?
