GM here. It's there any consensus on what happens if outsiders with plane shift are Banished? Can they still come back or are they "banned" from the current plane indefinitely?
I currently have a bunch of contract devils working with an Apostate Devil and the party is getting ready to face him by using Banishment as a last resort. They are taking several steps to present hated items by these devils to increase the DC and bypass SR. Now... the only problem I see is that, while the Apostate Devil cannot return by his own means, he would still only need one of his contract devil lackeys to get away so he could give him a lift with Plane Shift to come back to the material plane.
How would you handle this? Is the Devil effectively forbidden to come back by all "normal spell" means? Of course, this would not stop him from plotting on killing the party with the help of minions in the future... but it would either destroy or permanently weaken his current plans.

Banishment does not prevent a creature from returning.
So if that creature has some method of returning (like plane shift) they can immediately do so. Of course, plane shift only gets them back to the plane within 5d100 miles of their target. However, casting teleport or greater teleport can basically get them back to where they were from there. So yeah, 2 standard actions basically.

But remember if the player's succeed with the Banishment, there is a 20% chance the devil(s) end up on a plane other than their own -- which could be a wild ride for them if they end up somewhere celestial!
Here's a thought though - Plane Shift and teleport are conjuration spells. Dimensional anchor specifically says it blocks these spells and "similar spells", but Dismissal is an abjuration. Is that dissimilar to all the conjuration spells listed in Dimensional Anchor that you could hit the key devil with the DA and follow up with a successful Banishment and the devil finds itself whisked away unable to return until the DA runs out?

Nothing about dimensional anchor states that it is limited to conjuration spells--in fact, it lists several non-conjuration spells in its list of restricted effects. Honestly, I'm not sure how I'd rule dismissal/banishment under that circumstance. Guess I'd better give it some thought.
Edit: Hah, apparently I already gave it some thought and still didn't come up with anything.
