Okay so i have a few questions regarding the half-elf trait Drow heritage, the Drow magic trait, and Drow nobility line of feats.
Does the Drow heritage and drow magic traits let you qualify for the Nobility line? or is half drow paragon still needed? otherwise i don't really understand the purpose of the trait.
mostly i just don't want the light blindness, heck i don't even care for the darkvision granted by drow blooded. unfortunately it's needed for Half drow paragon. So if i can avoid it i will, hence the question.

There's no getting around Drow-Blooded, unfortunately. Half-Drow Paragon would not need to exist if Drow Magic alone qualified you for Drow Nobility.
Drow Heritage was released in a different source than the Drow Nobility line of feats. There are a couple of other drow-specific feats that don't require you to have Drow Magic, like Spider Step and Spider Summoner.

Drow is a race, not a subtype, so no you do not qualify.
It's one of the more confusing things about Pathfinder races: "Human" and "Elf" are both races and subtypes. Elves have the elf subtype, and humans have the human subtype. Half-Elves have both the human and elf subtype. Drow are a race that have the Elf subtype, but there is no drow subtype.
The official ruling is that if a race is both a race and a subtype, then any prerequisite is based on the subtype. Thus half-elves qualify for any feats that are exclusive to elves. However, since Drow don't have a subtype, that doesn't apply here.
