Duty charged on pathfinder adventure path delivery

Hello, I sent an email to customer service on Oct 2nd and haven't received a reply. I'm in Canada and I've just received Pathfinder Adventure path #122 from my subscription and to my shock the postal carrier demanded I pay $12.64 of custom charges/duty. I have been a subscriber since the beginning and never once have I ever been charged duty. I did notice when examining the packaging that it appears that the customs classification has been changed to "merchandise," although in the details it still says "book." I attached pictures of the package in my email.

Is it possible to get this duty refunded and if so what do I need to do?

Nothing has changed on our end about how packages are labeled or shipped. As Talonhawke mentioned you can find some more information in the thread he linked.
