Exotic Weapon Proficiency problem

If a character is proficient with an exotic weapon (Say Kensai Mahus) by a means other than the feat, does he count as having the feat for prereqs?

Yes.

Same for a character that gains proficiency in Light and Medium Armor through their Class. Such a character could take Heavy Armor Proficiency, even though they don't have the actual Medium Armor Proficiency feat.
