A little question : Vampire and Hydrokineticist

Rules Questions

A few weeks ago, on of my team's PL said that he want to make vampire character for his new PC.

So, we talked about that, and i said a little question, just for joke.

If vampire in running water(at least 2~3 feet deep), he must take damage. That is ture, Right?

So, if hydrokineticist attacks with her water blast to vampire, this blast can be running water?
I think water blast has B attack type and rule says Even the weakest kinetic blast involves a sizable mass of elemental matter or energy
So, i think water blast is big water ball and it's diameter can be 2~3 feet, and if she shoot that, that water ball starts running.

After that, all of my team's Pl and even my DM stopped talking, and everyone confused about that.

I think that just water ball, and if she shoot that water ball, that ball fly like basketball.

(Me and my teammate aren't english user, so this expression can be weird.)

So, I said

Ok, then if she use her water blast with infusion like Torrent or Maelstrom, how does it works? Spray infusion just splash water widely, like REAL spray, but Torrent and Maelstrom says "A torrent of energy buffets" or "a 20-foot-radius whirling maelstrom".

And.... no one said about that. So, i REALLY wonder how these works.

Each round of immersion in running water inflicts damage on a vampire equal to one-third of its maximum hit points—a vampire reduced to 0 hit points in this manner is destroyed.

The vampire must be completely underwater for an entire round in order to take damage.

A Hydrokineticist's water blast would not be enough.

A hydrokineticist's water blast is more like a Decanter of Endless water set on Geyser. It's like being hit with a fire-hose, but it's not the same as being immersed.

Running water also typically meant a stream or river in the folklore.
