Does the alchemist's wings discovery qualify you to take the monster feat (fly by attack)?

It does seem like it would but the wings discovery doesn't give you a permanent fly speed. So I'm not sure.

Any thoughts or rules clarifications would be appreciated.

I'd allow it.

It grants a limited-use ability, not a fly speed, so it wouldn't let you qualify. I can see houseruling it if your GM was lenient and really liked your idea/concept, but as it is it doesn't let you meet the prerequisite.

Also keep in mind this isn't Spring Attack, you will provoke AoO for everything you normally would.

That is true but I plan on using a reach weapon with the (lunge) feat and the (vital strike) feat. As the (fly by attack) feat grants a standard action unlike the (spring attack) feat.
