A barbarian can take a rage power, such as Disruptive, that give him or her a feat while raging.
Disruptive: When raging, the barbarian gains Disruptive as a bonus feat. The barbarian must have the superstition rage power to select this rage power. A barbarian must be at least 8th level to select this rage power.
However, I don't know of any rage power that gives a feat that has Rage Class Feature as a prerequisite.
Or do you mean the more complicated question of whether a feat gained via a rage power and that can be used only during rage would count as having the feat for prerequisites for other feats? I have seen that question debated, but I don't recall the answer. As a GM, I would allow it myself. EDIT: I found some of those old threads, such as Brawler Rage Power Question and Barbarian Rage Powers and Feats. The responses disagree.

I do not know if there is an FAQ out on this. However, if the character had martial flexibility, I would allow the character to take a feat with martial flexibility while raging, which requires the rage power feat as a prerequisite. I am not so sure I would allow the character to take a character level feat that requires the rage power feat as a prerequisite because the character does not have access to that rage power feat all the time. Even so, unless there is some game breaking shenanigans, I could be persuaded in a home game.

Both Ranger style feats and the TWF gained from Brawler's Flurry count as prerequisites even though they are conditional, so I would imagine a Rage Power bonus feat would work the same.
I am not so sure that this is a good comparison since the ranger style feats are not dependent on turning on a power or other class feature and the brawler's flurry is defined as two-weapon fighting.

I do not think so, unless there is a specific rage power says that you can choose a rage-related feat (a kind of barbarian's martial flexibility). I am not aware of any rage powers that grant this and there is no rule that says a character can substitute a rage-related feat for a rage power. Feats and rage powers are separate things.

No, there is no rage power that says, "While raging, the barbarian gains Reckless Rage." Nor is there a rage power that lets the barbarian pick a feat.
And you cannot simply swap out a rage power for a feat, not even a feat designed for barbarians.
