I'm sure this has been beaten to death somewhere, but I can't find anything on the Paizo Forums, so here goes.
I have a group that I want to run through the entire AP, in a SFS legal manner.
The first chapter will give them 3 xp, going from 1->2 but they need to be at least 3 to start the next chapter.
I know they can't do other scenarios while in the story arc, but how do I make them legal for the next chapter?
basically, with 6 chapters/books and 3xp each, how can the characters get to level 11-12 for the last chapter? (In this case it'll be "Empire of Bones") Especially since once in the AP story Arc, they can't leave.?

Wanted to clarify, my goal is not to get the players to 11-12, but to get them through the AP in a SFS legal manner

Yes, they can still do other scenarios as long as they're not in the middle of any of the 6 books. So you could get them to level 2 using the first AP book, then bump them up to 3 with 3 scenarios.
I'm actually doing the opposite with my group. I'm running 3 scenarios (Commencement, into the unknown, fugitive) to get them to level 2, then the first AP book, which will put them at 3, followed by yesteryears truth, which is balanced for levels 1-4. Matter of fact, I highly suggest doing commencement then into the unknown, because ITU is restricted to level 1 characters, but story wise commencement gives a really nice intro to the factions, and just makes more sense.

So, if you are not playing the campaign then you must play scenarios after every AP part to gain enough XP to be in the correct level range for the next AP parts if you wish to play entire AP with the same group of PCs? And future scenarios will take into consideration level range of all Dead Suns AP parts so PCs can gain extra level from scenarios and in that way be able to play all six parts of AP, taking into consideration allowed level range for every part?
If max XP for every AP part is 3 XP then is campaign using some different XP rewards system? Is level range for AP parts applied in the campaign also?
Can PCs start playing the campaign before all parts of AP are released?
Could someone elaborate this to the new people to SFS organized play please?

Campaign mode follows the adventure path xp curve. Or the GM arbitrarily gives you levels. Or maybe you're not using xp at all, and your GM decides to use the Alternity ruleset instead. Or maybe she prefers to play it out asa musical.
What that section means is that if you play the adventurepath entirely, you get a chronicle sheet for a Starfinder Society Character after completing the sanctioned content.

But is it possible to play entire AP with the characters who are SFS legal and to apply chronicle sheets to that same characters?
Yes (ish)
You have to be the appropriate level for each part as given on the first page of the sanctioning document. Since you only get 3 XP (one level) for each part of the AP and the level ranges for each section are two levels, you need to find another 3XP somewhere. Which means you will need to play Starfinder Society scenarios or another sanctioned Adventure Path (not yet released) between sessions.For example, if you play Incident at Absalom Station with level 1 SFS characters you will be level 2 at the end and need to play 3 SFS scenarios to be level 3 before you can start "Temple of the Twelve."
If you plan on starting immediately you are going to hit a soft cap either right before or right after AP #4, "The Ruined Clouds." Simply because there won't yet be any published material to bridge that one-level gap. For that reason; if you are the type of group that tears through material, I suggest that you play the AP in Campaign mode and grant the chronicles to a different SFS character.

Also note that slipping in other SFS adventures to keep up with the level requirements is going to result in some pretty weird plot lines. For example, playing any of the SFS adventures before Incident at Absalom Station means you're already involved in the Starfinder Society, and likely on the station, which conflicts pretty hard with the beginning of the AP. Doing them after the AP is also weird because of the way the transition between the first AP volume and the second one works. I suppose you could do them in between parts of the AP? Campaign Mode just seems like it would work better...
