That's what I thought but then I read this and wonder if I am missing something.
"Vesk gain a unique weapon specialization with their natural weapons at 3rd level, allowing them to add 1–1/2 × their character level to their damage rolls for their natural weapons (instead of just adding their character level, as usual)."
So it comes back to why write about adding character level if you don't add your character level as usual?

Unarmed Strike is considered a Basic Melee Weapon (it's on the list) for the context of Weapon Specialization. Creatures with Natural Weapons as a racial feature gain 1-1/2 x CL to damage instead of the usual just CL with Weapon Specialization.
Well, technically, basic melee weapon specialization only adds 1/2 character level damage bonus, rather than full character level. That makes the Vesk feature even better.

Basic melee weapons add full level to damage - it's Operative weapons specifically that don't. Vesk are still the best unarmed fighters of the available races in terms of damage regardless.
Especially since they're the only ones that don't treat it as archaic, and can strike for lethal. Something you'd THINK the improved unarmed combat feat would change (at least one of those...), but doesn't do either.

Choose one weapon type (small arms, long arms, heavy weapons, etc.). You gain specialization in that weapon type, which means you add your character level to damage with the selected weapon type, or half your character level for small arms or operative melee weapons. You can never have specialization in grenades.
Operative melee weapons are (presently) basic melee weapons, but basic melee weapons are not operative melee weapons.
