Personally, I think Medusa's Wrath is awesome, specifically because it doesn't have to be triggered with either scorpion style or gorgon's fist. The reasons I don't like Scorpion Style or Gorgon's fist is that they're both attacks as standard actions, allow for a fort save, which is usually a good save for most strong combatants. Scorpion doesn't lock them in place so you can't 5 foot away to safety, meaning you usually have to move away and provoke, or are stuck in range of the opponent anyway. Gorgon's fist requires a 2 turn set up to attempt to stagger, which they need to fail 2 fort saves to become staggered. Then after all that, it might not even matter, because they only have one big attack anyway.
It's just too much work and too much investment for too little pay off. Especially considering staggering strike or dazing assault are also feats you could take. It works a little better with sacred fist, or Umonk, because they don't require flurry of blows for accuracy. But the really benefit for monk is skipping the first two feats and just taking medusa's wrath.

You're right, reducing a creature's speed to 5ft does prevent it from taking 5-foot steps.
Any creature with a speed of 5 feet or less can’t take a 5-foot step, since moving even 5 feet requires a move action for such a slow creature.
I am not sure how useful that would be against the kinds of things PCs fight.

Do you want advice regarding magus or something specific? I will be tackling this in a general manner for now.
1. It takes a Standard action. This deprives you of a full round action, casting, or doing a lot of other things. Cant do it in a charge either.
2. Has a Fort save on top of it, with your secondary stat. Fort is the strongest stat in most things you fight (monsters/brutes). You also need to hit..so in a way, 2 ways of avoiding this.
3. AoO. Once you Scorpion Style you need to take advantage of it, which assumes disengaging, potentially provoking an AoO.
4. When you disengage the opponent does not need to follow you. If it has a decent ranged attack or spell or ability it can just use that. You have now deprived yourself of potentially 2 full round actions.
I really enjoy the idea of scorpion style and I would prefer a more mobile combat in this game, but this style is just sub par.
