Int-based bard?

Advice

Grand Lodge

I've got a rogue in my playgroup that wants to take at least a level in bard for RP reasons--I've told him that he can thematically get the same thing if he just takes some ranks in Perform (Oratory/Sing), but
he's convinced that he needs this. The problem is that he's tanked his Charisma down to 8. Are there any archetypes that make bards int-based (or possibly wisdom-based)? Or any archetypes that give up spellcasting so he's not missing out on one of the biggest benefits that picking bard would do for him?

Not that I know of.

Would an evangelist cleric that gets inspire courage do the trick?
Questioner investigator?

If he just wants to perform, you are absolutely right, that a bard dip is a total waste.

That said, the Chr 8 isn't the biggest problem. Unless he gets a CHR boosting item, he won't be able to CAST spells, but he will still have them on his spell list which opens up wand use, which is usually what a 1 level dip into a spellcasting class is looking for anyway.

What I would actually suggest though is allowing retraining to take VMC Bard, which probably will satisfy is roleplaying need and probably less of a cost than a dip that doesn't do much.
