Does a missile's second check require an action?

So, if you fire a missile and it does not hit on the first round, it needs to make another check to try to hit/follow the enemy ship on the next round. My question is, does this second check take up the gunner's action for the round? Or can the gunner take another action?

To me this means that the tracking weapon is making the check and the gunner(s) are free to take other actions as they wish.

I would also have the tracking weapon move before any other gunner actions are taken.
