Im interested in running the starfinder AP, is it still designed for 4 15 pb characters like the pathfinder APs

It's designed for four characters built using the default starfinder point buy of everything starts at 10, add race, add theme, and spent ten points on a one for one basis.

As others note, it's designed for four players, but point-buy is radically different in Starfinder than Pathfinder. Read the standard Starfinder point-buy rules and use those.
