Under the section to Improve Damage it lists that a Light weapon can select this three times. But it goes on to later state it can only go up to a maximum of 1d6.
Now if all weapons start at 1d3, its only selected twice to get to 1d6? 1d3 > 1d4 > 1d6...
Did they forget a part like the others for a (1d8 if exotic).. cause thats how I am currently interpreting it.
Cause if all weapons start at 1d3 and you can select it 3 times then it should be able to go up to 1d8 with with the exotic limitation like the others...

Improved Damage (1 DP): Increase the weapon’s damage dice by one step (1d3 to 1d4, 1d4 to 1d6, 1d6 to 1d8 or 2d4, 1d8 to 1d10, or 1d10 to 2d6 or 1d12). This quality can be selected three times for light weapons, four times for one-handed weapons and ranged weapons, and five times for two-handed weapons. Among weapons sized for Medium characters, the maximum damage is 1d6 for light weapons, 1d8 for one-handed weapons (1d10 if exotic), 1d12 or 2d6 for two-handed weapons, and 1d10 for ranged weapons (1d6 if used or thrown one-handed).
The 1d6 damage limit is for light weapons. It increases for other weapon type.

The "no more than three steps" is for if you're making a weapon for a huge or larger creature.
The WMH says the base damage for a medium weapon is d3, and this FAQ tells you how to adjust damage dice for different sized thing.
Per that:
• If the size increases by one step, look up the original damage on the chart and increase the damage by two steps. If the initial size is Small or lower (or is treated as Small or lower) or the initial damage is 1d6 or less, instead increase the damage by one step.
So the base damage is d3, which is less than d6, so the large version increases one step to d4, which is still less than d6 so the huge version increases one step to d6.
The max damage for a medium sized light weapon is d6, which is equal to d6 so the large version increases one step to d8, but d8 is more than d6 so the rule says for the huge version to increase two steps to 2d6.
So getting a huge creature's light weapon from d6 to 2d6 is three steps on the chart, which requires taking improved damage three times.
For small, medium, or large creatures you will hit the damage cap for a light weapon with two selections of improved damage, which is why this seems odd.

Yeah it makes no sense cause they're assuming all base weapons are made for a medium creature cause they all start with the following statitics for a medium weapon
So if they saybase statistics: Dmg (M) 1d3; Critical ×2; Type any one (B,
P, S);
This quality can be selected three times for light weapons... isn't this not true? Cause you actually CANT select it three times cause three times is
(1d3 to 1d4, 1d4 to 1d6, 1d6 to 1d8
Or is this limitation JUST for medium weapons and if you make a "Large" weapon you get 1d4 as the base? And 1d8 is the limitation for a large light weapon?
