A tattooed sorcerer gains a familiar as an arcane bond, as a wizard equal to her sorcerer level. Her sorcerer levels stack with any wizard or witch levels she possesses when determining the powers of her familiar—this ability does not allow her to have both a familiar and a bonded item.
What does happen is pretty unclear, since each class makes one of them mandatory. You might just not be able to multi-class that combo?

As a GM, I'd let you take the first one you came to and then not swap out the relevant feature for the other one when you came to that. But that's definitely a house rule, RAW has no provisions for not swapping out all that an archetype swaps out.
You should be able to get both with a duettist bard instead, as they do not have the line prohibiting having both (and the general Wizard rules for arcane bonds certainly don't).

Well, actually, the Familliar Tattoo Sorcerer doesn't outright stop you having both a Familiar and a Bonded Item, it's just saying that that ability doesn't allow both - so, if you were to multiclass Wizard and tattoo sorcerer, for instance, you could only take a familiar, not a bonded item and familiar.
This is a weird case, since both require something different. Personally, I would rule that you could have both, but you would have to keep each class level separate for the purposes of what the bond could do. So, the familiar would only look at the Tattooed Sorcerer levels for the power of the bond, and vice versa for the weapon bond.
Of course, none of this overcomes the issue that a Bonded Item, as written, only works for prepared casters with a spellbook...

Well I figured if the archtype specifically calls for it, it would work the with bard spells.
I read it the way you read it as well. But, I wanted more clarity.
