Changing stats on an item

Is there a general rule on altering an item; not adding to it.

Ie. turning a belt of +2 con into +2 dex?

yes, it takes time, a merchant, and costs 50% of the item price ;P

No, just selling it and buying the one you want. Anything letting this happen would be GM rule.
